Elections in Kazakhstan on Jan 10 1999 led to a victory for Nursultan Nazarbaev with nearly 82% of the vote. The victor had more funds to spend on his campaign than did his opponents, and benefited from the passivity of the electorate, which favors a strong leadership. There are more than 100 ethnic groups in Kazakhstan, and Nazarbaev is credited with keeping the peace. He foresees serious economic problems arising from the impact of drops in prices for the country's exports, such as petroleum.

Newly independent Kazakhstan has the potential to be a powerful nation. It has a relatively large land mass, controls 2,000 of the old Soviet Union's nuclear weapons, and is rich in natural resources. Pres Nursultan Nazarbaev wants European Community membership for the country.
