The dark side of the Caucasus
Article Abstract:
Growing chaos and declining Russian influence on the northern side of the Caucasus mountains are presenting serious challenges for President Heidar Aliev of Azerbaijan and President Edward Shevardnadze of Georgia. The north Caucasian chain of semi-independent territories is facing unemployment, crime, poverty and abduction, and this has created a very tense situation. Both Shevardnadze and Aliev are taking care to establish positive relations with Chechen President Aslan Maskhadov, who could become very influential in the region.

Eduard Shevardnadze is running unopposed for the Georgian presidency in the wake of the overthrow of the former president. The overthrow was overseen by defense minister Tengis Kitovani, who will continue to hold the real power as long as he controls troops.
