Article Abstract:
There have been significant changes in the political climate in China under Jiang Zemin. He has permitted extensive public debate about how China must change as he seeks to ensure that China comes through the next stage of economic reform unscathed. It is not at all clear that he wishes to bring wide-reaching political reform to China, but he seems to be at least prepared to consider alternative approaches to governance. It is most unlikely that he will give his full attention to political reform until the year 2000 at the earliest.

Article Abstract:
Leaders of the Chinese Communist Party are strongly aware of the need to tackle corruption if the party's long-term survival is to be ensured. However, traditional approaches to dealing with corruption are proving ineffective, and ordinary people seem to be turning against the party. Some observers believe that it is now necessary to make wide-reaching political reform, with the Communist Party becoming much more accountable. Steps are already being taken to place some restrictions on official power, particularly in the economy.

The Taiwanese government has been deeply offended by US president Bill Clinton's refusal to back independence from China. Clinton stressed the importance of the US relationship with China, claiming he no longer supported the idea of an independent Taiwan. US government officials claim the move was made to provide greater stability within the Asian region, although it has backed Taiwan's claim for independence since the 1979 Taiwan Relations Act.
