Trade in ivory is a contentious issue, with some African countries where elephant populations are rising seeking a resumption of the trade. Others object and fear an increase in poaching. Monitoring should be improved and rich countries could purchase ivory prior to the lifting of a ban, giving funds to poorer countries.

Methods of controlling large elephant populations in southern Africa include restricting access to boreholes which also reduces iodine in elephants' diets so makes them likely to delay breeding.
