AT and T has improved its performance since the appointment of Michael Armstrong as chief executive. The work force has been reduced and an investment made into Internet research. AT and T has also bought TeleCommunications Inc and set up a JV with Time Warner. The Digital One Rate has changed the US approach to pricing codes. AT and T has also set up a JV with BT that could be enlarged to include wireless telephony. There are uncertainties relating to AT and T's move into cable TV, but the cost may be worthwhile. AT and T has moved back into a leading position under Armstrong.

Nippon Telegraph and Telephone (NTT) has been split up. A holding company will oversea the new companies which are NTT Communications, involved in international and long distance telephony, NTT-West and NTT-East, local telecoms companies, and affiliates and subsidiaries numbering some 150. NTT still has a dominant role except in international telephony. The changes should allow NTT to cut costs and reform its corporate culture in order to face competition.
