Angara's anger: Senate president's ouster may return to haunt Ramos

The Philippine Senate's Aug 28, 1995 ouster of Edgardo Angara as its president may prove costly to President Fidel Ramos, both within the Senate and in public opinion. Editorial writers were quick to see Ramos's hand behind the act, saying it would help him pass changes that would let him stay on after his term ends in 1998. Ramos affirmed his desire to step down at that time, however, while the senators who removed Angara scrambled for the political spoils. Ramos may find Angara a fierce opponent now, rather than an ally.

Kidnappings for ransom continue to escalate in the Philippines amid signs that top military and law-enforcement officers are among the prime culprits. The head of the Presidential Anti-Crime Commission's kidnapping task force has been convicted himself, and kidnappers are known to use military tactics and equipment. President Fidel Ramos was elected on an anti-crime ticket, but now his decades of work inside the police and military may be a drawback. The crimes are hurting business and efforts to attract investment.

Right-hand man: Ramos's ideologue takes aim at oligarchy
Article Abstract:
Philippine intelligence chief Jose Almonte has recently emerged as a fierce champion of democracy and the ideologue and visionary behind President Fidel Ramos's reforms. A retired brigadier general, Almonte was an intelligence officer who served under Ramos. Now he heads the National Security Council and the National Intelligence Coordinating Authority, but stepped out of that role to criticize Singapore Senior Minister Lee Kuan Yew's statement that democracy in the Philippines hampers its economic development.
