Article Abstract:
High-technology weaponry did not perform as well as predicted or reported in the Persian Gulf War. Pentagon estimates of Iraqi troop numbers were off. Patriot missiles did not intercept as many Scuds as reported. Proponents of star-wars missiles use this information to argue for even more sophisticated weaponry.

Reasons to be venal: can governments reduce corruption by paying more to public servants?
Article Abstract:
Corrupt governments tend to discourage investments in those countries and, as result, growth is stunted. Some believe that government corrupt can be deterred by higher pay for government officials, but this argument seems simplistic and ill conceived.
