Asia's new arms race
Article Abstract:
The Cold War's end has opened up the Asian arms market to Russia. During the Cold War, fear of antagonizing the US kept most Asian countries from buying Soviet weapons. But the cessation of East-West conflict combined with the low price of Russian weapons and the Russians' indifference to human rights have prompted many Asian countries to purchase Russian weapons in large numbers. Preventing this new influx of weapons from subverting the Asian political situation will be a major challenge for the Clinton administration.

Goh's political test
Article Abstract:
Singaporean Prime Minister Goh Chok Tong promised to hold by-elections in 1992 in order to give opposition politicians the chance to be elected. Goh's People's Action Party (PAP) will remain in power since only a few seats will be contested. Failure to hold the by-elections could embarrass Goh, but to do so he must first convince some PAP legislators to step down and campaign. Oppositionist J.B. Jeyaretnam could be elected, an event the ruling PAP will try to avert.
