Japan's ruling Liberal Democratic Party (LDP) emerged victorious in the general upper house election on Jul 26, 1992. The party took 69 of the 127 seats up for grabs in the election. Prime Minister Kiichi Miyazawa will act more vigorously now that his party has a fresh mandate from the people. In the last general elections held in 1989, the LDP lost some seats because of the scandals that rocked the government during that time. The LDP's support for a bill that allows Japanese troops to engage in UN peacekeeping operations might be the crucial factor behind its electoral success.

Japan's ruling Liberal Democratic Party (LDP) is reassessing its position on the planned liberalization of rice imports in anticipation of the Jul 1992, parliamentary elections. The party's approval ratings dropped to 31.9% in Feb 1992, as a result of the Kyowa and Tokyo Sagawa political funds scandals. In a bid to muster public support, the government decided on Feb 26, 1992, to exclude rice, starch and dairy products from tariff scheduling. Under a General Agreement on Tariffs and Trade proposal, import bans on these products would be gradually replaced with tariffs.

The forced resignation of Shin Kanemaru from the Japanese parliament has sparked an intense struggle for the leadership of the most powerful faction of the ruling Liberal Democratic Party (LDP). The faction, named after former prime minister Noboru Takeshita, is bitterly divided between the supporters of Kanemaru protege and acting leader Ichiro Ozawa and his opponents who support former LDP secretary-general Keizo Obuchi.
