The Treasury Department has issued a report on possible rule changes for government bond auctions to try to prevent the rigging that occurred at the Salomon Brothers' auction last year. One would allow the Treasury to increase an issue size, another would adopt Dutch bidding practices.

Double Dutch: American government bonds
Article Abstract:
The US Treasury Department has new bidding rules for the sale of medium term bonds. The multiple-price auction system for three and five year bonds has been replaced by the single-price 'Dutch' auction rules. All successful bidders will pay the highest bid price.

US Representative Edward Markey has introduced legislation to alter the regulation of Treasury bonds to protect investors from fraud and price manipulation. The US treasury and Federal Reserve Board oppose the proposed rules.
