Article Abstract:
There are a number of reasons why peace will be difficult to achieve in Kosovo, Yugoslavia. the North Atlantic Treaty Organization (NATO) was relatively successful in Bosnia, where it took a firm approach. The government in Sarajevo was internationally recognised, but this is not the case for Kosovo. The US had also thought out its plans for Bosnia, and this is less true for air attacks on Yugoslavia. The Kosovo Liberation Army is also in a weaker position and less trucsted by the west than Bosnian and Croatian forces were in Bosnia.

Intervene and be damned?
Article Abstract:
The United Nations (UN) secretary general, Kofi Annan, has to assess the case for intervention in the conflict in Kosovo, Yugoslavia. Annan favors intervention, but it is not clear what the right kind of intervention should be. Support for intervention from the UN Security Council would be desirable, but may not be possible. There is a danger of a wider war in the Balkans if the conflict does not end. Action should not automatically be vetoed by the Security Council.

Better and worse
Article Abstract:
Macedonia and Kosovo have not seen a return to total instability, but the many extremists still around mean the threat of chaos in the region remains. Extremist are particularly active around the border between the two.
