Banking on the poor
Article Abstract:
The success of Tulay sa Pag-Unlad Inc's (TSPI) credit programs is a testament to the ability of the poor to handle money and operate small-scale businesses by themselves. Since 1982, TSPI has been able to extend loans amounting close to $4 million, in the process creating employment for 7,000 Filipinos. The group believes that the Philippines' greatest resource is its people and that thousands of small, self-sufficient enterpises contribute more to the economy than a few aid-dependent projects.

Neglect to improve the railway network is due to the fear of opening up a sector deemed to have implications of national security.
