Negotiating consensus in the ivory tower
Article Abstract:
Foreign policy 'think tanks' in Europe are showing an increased tendency to work together and to take a European rather than national perspective. Corporate sponsorship of such organizations is on the rise, with corporate clients now assuming over 50% of think tank funding in some instances. Changes in the world business environment, European moves to drop trade barriers by 1992, and worldwide deregulation of markets are stimulating cooperation among these research organizations. The growing corporate need for more detailed, insightful research in international affairs is associated with concern that Japanese-US trade negotiations neglect European concerns, and with fears that the US is no longer a reliable political and economic leader for Europe. European industrial and government concerns are converging as Europe competes with the US and Japan in high-technology areas.

The Philippines' recent Senate election reflected a dramatic change in national sentiment regarding economic liberalization and deregulation. Stunning victories by Gloria Macapagal and Raul Roco showed how far public opinion, long solidly nationalistic, has shifted. An alliance between elite monopolists and a public that wanted to shelter supposedly vulnerable sectors led to protections that savaged the economy. The success of early reforms, and the collapse of centrally planned economies, changed that.

Friends Ivory & Sime (FIS) was formed in February 1998 following the merger of FP Asset Management and Ivory and Sime. The new venture boasts 24 million pounds sterling of assets managed and aims to lead the international asset management market. FIS also offers private equity services via its venture capital division dubbed FIS Private Equity. FP Asset Management's parent company Friends Provident Life Office holds 63% of FIS.
