Relations between the Palestinians and Israel have been affected by a delay in the planned date for a framework agreement, which Palestinians have agreed to. They are concerned about the plans for a phased withdrawal of Israeli troops, and for a final settlement that could leave Palestine with two cantons and lack of access to the Jordanian border. There is also concern about settlement in occupied territories sanctioned by Ehud Barak, Israeli prime minister. Palestinian leader, Yasser Arafat, would face opposition from Palestinians if he accepted a settlement of the type apparently proposed by Barak.

Barak and Arafat haggle up to the wire
Article Abstract:
Israeli prime minister, Ehud Barak, and Palestinian leader, Yasser Arafat, are negotiating an agreement. Barak wants the Palestinians to accept a new version of the Wye accord which includes a provision for withdrawals from the West Bank over five to six months instead of three months. The key obstacle to an agreement has been a dispute on how many Palestinian prisoners should be released. There are some 2,000 Palestinians in prison in Israel, and Barak is offering to release 350, while Arafat wants 400 prisoners to be released.
