Bar codes have developed haphazardly, without common rules, and software companies are seeking to introduce standards to the industry. Goods are often returned because of confusion surrounding product descriptions in bar codes. This can lead to problems when supermarkets have sought to reduce inventories. UDEX is a United Kingdom software firm developing a centralized library to standardise product descriptions. The project is more likely to be successful if a large number of users are attracted.

Software development is a long and costly process, and the traditional cost per code line measure of cost-effectiveness no longer yields meaningful results. Function-point analysis shows that smaller management information systems are the most cost effective to develop.
