Article Abstract:
Hong Kong's labor protectors were outvoted by the great number of conservatives and business representatives who decided in favor of a foreign labor plan. The Legislative Council's decision quashed labor unions' protests against implementation of the labor importation strategy. Unions believe that it will greatly affect local laborers' job security and other economic issues. The labor sector plans to continue the protest, although it has admitted marginal effectiveness due to low union membership.
