Philippine Pres Fidel Ramos made a positive move in Sep 1992 to end the 23-year old communist revolt by freeing two communist leaders, agreeing to hold peace talks and initiating the process for legalizing the Communist Party of the Philippines (CPP). In the face of decreasing US military assistance, Pres Ramos is negotiating with the CPP in an attempt to maintain peace in the country, thus encouraging foreign investment. The CPP has welcomed the peace initiative as, if nothing else, it is an opportunity for the release of its imprisoned members and supporters.

Article Abstract:
The peace accord between Mindanao Muslim insurgent, Nur Misuari, and Phillipine President Fidel Ramos may not mean the end of conflict. Under the accord, Misuari will run for governor of the existing autonomous region, and the 14 provinces will be given special developmental funds to be administered by Misuari. However, only five provinces are Muslim-dominated, and only four belong to the autonomous region. The regional governor's powers are limited, and the Phillipine budget is already strained. Moreover, another militant Muslim faction was not included.

Weight of the past: old fears block passage of anti-terrorism bill
Article Abstract:
The demise of an anti-terrorism bill backed by Philippine President Fidel Ramos has left his government appearing weak and indecisive amid a spate of other troubles. Several events fueled public suspicions that the alleged ring of international Muslim terrorists is a straw man permitting government repression like that seen under Ferdinand Marcos. Some experts say the bill targeted the Moro Islamic Liberation Front, expected to mount an offensive soon. Political infighting and unpopular bills also hamper Ramos's administration.
