The UK has often been accused of blocking negotiations for a new European Union treaty, but for every issue Britain opposes, at least one other country shares the same views. The inter-governmental conference will discuss issues such as small country rights, single currency and fishing rights.

Italy oddly at odds with Europe
Article Abstract:
Italy's opposition to plans for a EU-wide arrest warrant seems to have changed the whole way in which Italy regards Europe. Italy soon gave in over the arrest warrant, but the dispute seems to have made Europe a contentious political issue in Italy for the first time.
