The expansion of the mobile phone network, and not deregulation, is the priority in the Maldives telecoms sector. The country's one telephone firm, Dhiraagu, started up a digital mobile network in 1999, and the government wants the approx 200 inhabited islands connected to the island.

The mobile or cellular telephone now accounts for over half of all new telephones worldwide and is the fastest-growing stream of revenue in the telecommunications industry. Growing competition has caused prices to fall nearer to the levels of those for fixed telephones.

China is the world's largest mobile phone market with 121 mil users, which is predicted to grow to 370 mil by 2005. However, hopes of a lucrative market have been undermined by China Mobile's figures showing a 35% fall in average revenues per user.
