Bent over backwards: Philippines pays through nose for fresh power
Article Abstract:
Most small business owners in the Philippines are resorting to staggered working hours to cope with the long hours of power outages brought about by the inadequate supply generated by the National Power Corp (NPC). The total demand for power reaches 3,250 megawatts, but shortfalls of up to 750 megawatts trigger 4 to 6 hours of outages on the main island of Luzon. While the administration of Philippine Pres Fidel V. Ramos tries to solve the crisis, power plant projects are being blocked by citizens concerned about the environmental effects these may have on their communities.

A rice crisis in the Philippines has critics blaming the govt and experts predicting worse to come. Store prices shot from 13-15 pesos in June to 25 in Aug before sliding slightly to 23 in Sept, straining the budgets of many poor consumers and causing hints of unrest that could damage the economic recovery. A drought is the immediate problem, but many say the Natl Food Authority is to blame for not foreseeing the problem. The NFA says it asked the agriculture secy in Jan to declare a shortage so it could place orders.

Historically, most programs were initiated merely as a response to peasant unrest. Peasant movement leader Jaime Tadeo, imprisoned for alleged corruption, has come to symbolize the sad plight of the Philippine peasantry.
