Article Abstract:
Tracts of land within Native American reservations have been leased to timber, gas and oil companies which pay the Treasury, which then pays individual Native Americans through the Bureau of Indian Affairs. Legal action by five Native Americans in 1996 led to an investigation of the accounting system for these payments, and it was found to be inadequate. The Justice Department has been criticized by a Washington district court judge, Royce Lambeth, dealing with this affair.

The Oglala Sioux of the Pine Ridge Indian Reservation, SD live in some of the poorest conditions in North America. Efforts to start businesses in the past have failed and unemployment is about 50%. Efforts to boost the economy with tourism have been rejected by traditionalists.
