Bill Clinton's luck

President Bill Clinton appears lucky in a number of ways, and this is especially true after his impeachment trial, when the Republicans have become demoralised and the Democrats have become more popular. Clinton appears not to suffer from normal embarrassment, and has been backed by his wife. He has been able to separate the way that his private and political lives are seen, and voters rate his performance in his job as president, but not his moral conduct. He is politically able and has a warm personality.

The report by independent counsel, Kenneth Starr, has damaged the US presidency, and President Bill Clinton has come to be seen as a liability. US presidents' power resides in their moral authority. The character of a president affects his ability to set an example and persuade others. Clinton has recovered from previous setbacks, and some supporters still see a recovery as possible. Clinton wishes to stay, but at a time when international financial markets are unstable it is best that he should go.

President Bill Clinton is damaging the US each time he escapes from problems. The public's view of the Starr report is that Clinton can be forgiven for lying about sex, but perjury should not be tolerated. Clinton is focusing on his political survival and has lost the trust of many former supporters. His resignation would allow Al Gore to govern, and the public would have sympathy for Gore. Clinton is unlikely to resign, but that is what he should do.
