There have been numerous signals coming from unofficial sources in Cuba that indicate capitalism may be returning to the Caribbean island. Following the Cuban government's 1993 decision to allow Cubans to set up small businesses, private enterprise has grown at a spectacular rate.

Formal privatization of cultivable land grew from 25% to 73% from 1992 to '95, with impressive productivity gains in all food categories. However, the state's heavy hand, including subsidies, has been slow to withdraw. The sugar industry is particularly dependent on subsidies.
