A glint of peace? Russia and Chechnya

Russian Pres Boris Yeltsin declared an immediate ceasefire to the war in the independence-seeking republic of Chechnya, partly to boost his chances for reelection in Jun 1996. Yeltsin has offered to Chechnya a high degree of autonomy but that it remain a member of the Russian Federation.

The members of the Commonwealth of Independent States (CIS) rejected the formation of any over-all CIS common army. The breakup of the Soviet army seems assured, as most captains and colonels seem to agree with rank and file conscripts that smaller, regional forces are more efficient.

Yeltsin's Chechnya gambit
Article Abstract:
Yeltsin has offered Chechnya rebels conditions for peace talks and a ceasefire in hopes of ending the war and increasing his chances of reelection. An end to the war their would boost Yeltsin's chances of defeating his chief rival, Gennady Zyuganov, who leads in the polls.
