Hong Kong's economic policies have been criticised since the handover to Chinese rule. The government has supported stock prices in a move interpreted as showing weakness by some speculators. New measures have been announced to prevent financial markets from being manipulated, and some of these are draconian, though they have popular support. Questions may be asked about the competence of Hong Kong's civil service. Mainland China has proved less interventionist than was initially assumed.
