Article Abstract:
China can eliminate uncertainty in Hong Kong over the post-1997 rule of law by confirming the common-law definition of 'acts of state,' a key term in its agreement with Britain on the Court of Final Appeal. That agreement is even more important to the transition than was electoral reform, settled in 1994. It affects whether Hong Kong's distinctive characteristics will remain in any evident form, and will determine whether much of the business community flees an area where political connections rule supreme.

Letter from Hong Kong
Article Abstract:
Hong Kong legislator Emily Lau outlined several key issues that affect the future of Hong Kong in a letter sent to Gov Chris Patten. Lau decried the manner in which the UK secretly negotiated the fate of the colony with China in 1984 without the benefit of referendum. Lau likewise deplores the state of human rights protection where oppressive laws still exist and whose repeal authorities have routinely ignored. Furthermore, the issue of British citizenship for Hong Kong citizens is explored.
