Border wars: inward investment
Article Abstract:
The Northern Development Company claims that the devolution of Scotland and Wales is affecting its region because finances available to the two countries improve their chances of attracting industry. Although a unit of the Department of Trade and Industry exists to prevent areas from bidding against each other to attract business, the territories of Scotland, Wales and Northern Ireland have more latitude in making offers to relocating businesses. The UK government is siding with England, and so far, Scottish officials agree that some control is necessary. The best solution may be to eliminate the subsidies altogether, rather than just controlling them.

Rolling the Lords: Scottish devolution
Article Abstract:
The UK government's 1997 plan to establish a Scottish parliament has opened up renewed debates on the functionality of the House of Lords. Plans for the Scottish parliament do not call for an upper chamber similar to the UK's House of Lords. Those in favor of the unicameral system believe that proportional representation would do away with the need for a second chamber, whose primary function is to act as a check on the legislative activities of the lower chamber. Opponents of the unicameral plan fear that it will endanger the present House of Lords by making it look unnecessary.
