Bouteflika's bid for concord

The Algerian government has made an agreement with the Islamic Salvation Army, following a general amnesty which has led to weapons being handed in. The situation in Algiers has improved, and killings in rural areas are not as numerous as before, though they persist. Algeria's president. Abdulaziz Bouteflika. aims to rally the country with his 'civil concord' initiative, and a referendum approved the policy in Sep 1999. He aims to attract foreign investment, and the government he has set up is reformist, though it is unclear whether Algeria can achieve a clean privatization plan.

The return of uneasy tranquility
Article Abstract:
The Islamic Salvation Army (AIS) has been dissolved after honoring a ceasefire for two years, but there are still two rebel groups involved in conflict in Algeria. They are the Group for Preaching and Combat, and the Armed Islamic Group. Levels of violence have fallen, but there have been protests over the amnesties and many people seek justice. They argue that they will mete out justice if the state does not do so. The state of emergency persits, and political restrictions remain.
