Article Abstract:
China's rejection of Hong Kong Governor Chris Patten's political reforms proposal shows China's reluctance to allow democracy in Hong Kong. The 1984 Joint declaration between China and Britain was followed by the 1990 Basic Law, China's post-1997 constitution for Hong Kong. The Law gave China a veto power, and China has used it to turn down every British proposal, including introduction of direct elections in Hong Kong. Hong Kong's unstable future was reflected in the Dec 1992 stockmarket crash. China's supporters in Hong Kong blame the instability on Patten but Patten has British support.

Hong Kong: a nationality issue: in theory, 1997 transfer won't affect residents' citizenship
Article Abstract:
China's nationality law is poorly understood by most Hong Kong residents, who have a special interest as their nationality becomes an issue in 1997. China has never recognized British sovereignty over Hong Kong and considers Chinese who emigrated there to remain Chinese nationals, unless they were naturalized in another country. Those who renounce citizenship elsewhere will still have to apply for Chinese citizenship. This is true regardless of ethnicity, though officials may ignore the technicality in practice.

Hong Kong governor Christopher Patten's freedom to make decisions is constrained by the actions of former British and Hong Kong government officials. He is obviously different from his predecessors but he refuses to dissociate himself from past British actions and accept those actions as deceitful. This position serves as a hindrance for gaining the public support he needs for his proposals.
