Nations with rapidly expanding export sectors, including India, South Korea, and Brazil, are breaking away from multilateral trade negotiations initiated in 2001 in Doha, Qatar, and are instead seeking tailored, bilateral agreements with wealthy countries. These nations are wary of a multilateral agreement as it would mandate tariff reductions, leaving them more vulnerable to competition from China.

The European Union would like India to reduce tariffs on certain European goods, and to remove regulations preventing foreign companies from establishing in India.
