Brazilian sales programme hit by delays

The privatisation of Brazilian energy companies have been delayed and there is some concern the revised dates for the deals may also be cancelled. Some analysts fear the proposed delay in the sale of 12 units of the Telecominicaoes Brasileira SA, until Jul. 29, 1998, will result in a decline of interest from prospective investors. The government have removed the rule which prevented foreign investors owning more than a 49% share of Brazilian telecommunications companies. It is anticipated the sale of 31.52% of Companhia Val do Rio Doce will raise about $1 billion for the government.

The Egyptian government wanted to privatise the Al-Ahram Beverages company, however, the company has production plants in Cairo and Alexandria and getting bids which took account of the substantial real-estate value of the plants was difficult. It was finally decided to sell the company without selling the city centre sites. The government would retain these and redevelop them after five years and the beverage company would re-locate to a cheaper industrial area. Details of the problems encountered during the privatisation process are given.

The leading accountancy firm involved in privatisation deals in 1996 in terms of value was Price Waterhouse, which handled 336 deals worth a total of $34,953 million. It was followed by Coopers and Lybrand and KPMG. Among law firms, the largest number of deals was handled by Freshfields, at 106, followed by Baker and McKenzie at 100 and White and Case at 43. The leading specialist consultant in value terms was Dewe Rogerson, which handled 24 deals worth $30,083 million. It was followed by Imagination and Burson-Marsteller.
