Building a bulwark: Moscow shores up Tajikistan against Taliban
Article Abstract:
It is expected that the Taliban militia of Afghanistan will launch a final offensive soon, driving their forces to the borders of its neighbours in Central Asia. Moscow is trying to achieve stability for Tajikistan which is torn by civil war and is supporting a peace accord, and it is assumed that Uzbekistan is aiding Abdul Rashid Dostam, the third partner in the anti-Taliban northern coalition. Russia was instrumental in the peace talks between the United Tajik Opposition and the Tajik government in 1996, but it will required a more unified policy on the future of Central Asia and Afghanistan.

Article Abstract:
Tajikistan, the poorest of all former Soviet republics, appears headed towards disintegration following ethnic and clan rivalries brought about by changes in the government of Kabul, Afghanistan. The installation of a mujahideen council in the Afghan capital has strengthened opposition against the former communistsnow running Tajikistan affairs. Ethnic and Islamic forces of the predominantly Turkic and Persian state have begun to put a strain on the unity of Tajikistan.Tajikistan's political instability is in direct contrast with the economic focus of the other newly independent states.

Alarm in the north
Article Abstract:
Russian military leaders are clearly very concerned about the capture of Kabul, Afghanistan, by the Taliban. They are implying that Russia itself could be in danger if spending on the military is not increased, and are calling for Russian assistance to be offered to the Taliban's Afghan rivals. Delegates at a recent meeting of Central Asian presidents with Russian prime minister Victor Chernomyrdin agreed to avoid becoming involved in the Afghan conflict.
