Byrd's knowledge of Senate parliamentary process may save the nation from the House Republicans' short-sighted, cynical attempts to repeatedly amend the constitution. His tactics are identical to the roadblocks minority Republicans used in 1994 to stymie health care reform and the crime bill.

The federal government subsidizes too much of the US infrastructure. If building of public transport systems and roads was open to private competition costs and incidents of unnecessary construction would be less.
