Greece and Turkey agreed at a Jul 8, 1997, NATO summit in Madrid, Spain, not to use force if they had disagreements in the Aegean Sea. The attempts to be more civil do not extend to the question of the future of Cyprus, despite a proposal to share control of the island. Membership in the EU is an issue.

Ever wider union: Cyprus and Turkey
Article Abstract:
Under a new plan proposed by the European Union (EU) Cyprus will receive a date for the beginning of negotiations to become a member of the EU. Greece will withdraw its veto of EU aid for Turkey, and Turkey will take steps to see that the Cyprus negotiations on reunification.
