Single market, single-minded
Article Abstract:

Open markets will probably lead more business to move into their industry's cluster region.

Article Abstract:
Defense Sec William Cohen's May 1997 quadrennial defense review (QDR) retains many of his predecessors' assumptions about military preparedness and procurement needs. Critics charge that the QDR takes a go-slow approach on reform, and that Cohen should have jettisoned the simultaneous two-war policy.
