Cambodia is tightening regulations over the banking industry amidst the rising number of shaky financial institutions in the country. The National Bank of Cambodia's recent closures of two small banks that have been losing heavily in their operations have been hailed by bank officials and foreign investors. The rising number of financial institutions in Cambodia can be attributed to the country's low bank-capitalization requirements and easy-to-procure banking licenses.

Hanoi orders banks to honor their loan guarantees

Vietnamese Prime Minister Vo Van Kiet has approved a banking regulation ordering Vietnamese banks to pay oustanding debts to foreign investors. This law is seen as the government's reassurance to the international financial sector of its credibility and the decisive measures it is undertaking to address the nation's financial problems. Vietnamese banks have $1.3 bil in outstanding letters of credit, of which $65 mil is in overdue accounts as of March 31, 1997.

Shake-up looms for banks

The Australian government has disclosed that it will keep the ban against mergers between the country's four largest banks to continue protecting small business lenders, but may allow any of them to merge with the country's largest insurers. The government also disclosed that it will continue the ban against foreign take-overs of major domestic banks but will consider some on a case-to-case basis.
