Can the U.S. still lead on trade?
Article Abstract:
The Australian and New Zealand governments are appealing a move by the US government to impose tariffs and quotas on their sheep-meat industry. They are counting on the fairness shown by the Clinton government when it ruled against the imposition of quotas on steel imports to be exercised once again. The wave of protectionism has engulfed the sheep industry in the US with lamb producers urging for drastic tariff and quota measures which are seen as an answer to the difficulties being encountered by the domestic market.

The Australian Taxation Office needs to review its use of "private binding rulings" which originally was designed to help businesses make tax decisions, but over time has become a method of tax minimization that has seen as much as $1.1 billion in tax revenue lost. The Sherman Report, commissioned by Tax Commissioner Michael Carmody, was supposed to investigate and address problems with this system, but has yet to be made public.
