Unlike before, when the open bidding system was opted to purchase public opinion research, over the last decade, the government has been using a standing offer process to obtain services for quantitative or qualitative research or for a combination of both. This year the government selected the top twelve firms in each category, using a point system. The Strategic Counsel, Environics Research Group and Earnscliffe Research & Communications were the top three in qualitative research, and in both quantitative and qualitative/quantitative research the top three were Environics Research Group, The Strategic Counsel and Ipsos-Reid.

TVA ready to tackle English Canada
Article Abstract:
Montreal, Quebec-based TVA Group is expanding outside the Quebec market. Its president/CEO Daniel Lammare says that half of the company's revenues will be generated from outside the province by 2001. He adds that the expansion is part of the company's convergence/integration strategy, which also includes the launching of new magazines in conjunction with a new TV series on the TVA Network. TVA Group's recent acquisition of Motion International has made it Canada's second-largest production company.
