Article Abstract:
Capital adequacy ratios for banks that were internationally active were set in 1992, and there may be a revision due to concern about the quality of borrowers that banks are lending to. Borrowers fall into three classes, and the capital adequacy requirements vary according to the class of borrower, a system which has been criticised for the way it works in practice. There is no easy way to reform the system. The usage of credit-rating agencies has been suggested, though there are problems in deciding which agencies to use.
