Carlos Westendorp, Bosnia's Euro-Spanish viceroy
Article Abstract:
Carlos Westendorp is the High Representative of the international community in Bosnia and his role is to ensure that the Dayton peace agreement is complied with. He has to carve a country from Bosnia, though politicians would still prefer ethnic divisions to govern the geography of Bosnia. He has been criticised for spending too much time away from Bosnia. There is speculation that he would like to be appointed to plan the security and foreign policy of the European Union, a task which may be easier than his roel in Bosnia.

Article Abstract:
The US and the European countries involved in the Bosnia Peace Accord have different ideas on how the peace process will be conducted. The US is not planning on giving the Bosnian Serbs financial aid. The US also hopes that Bosnian Serbs will relinquish all hopes of joining Serbia.
