The kidnapping of six Western hikers and subsequent murder of one by the Kashmiri separatist group Al-Faran has drawn worldwide attention and raised the political stakes in the region. India and Pakistan have long struggled over the area, fighting two wars there since 1947, and kidnapping has become a popular tool for militants in India's only majority Muslim state. Pakistan claims the group is an Indian puppet being used to gain sympathy, while Islamabad officials have sought to distance themselves since the killing.

Most-favoured enemies: India and Pakistan inch towards closer trade ties
Article Abstract:
Pakistan and India are moving slowly to implement the multilateral trade pacts they have signed that require them to give each other most-favored-nation status. Lowering tariff barriers would lead to increased trade and a shift of current illicit trade to legal status, but as longtime enemies the two tread a political minefield in implementing the agreements. The larger traders and businessmen in Pakistan favor lower tariffs, but others say low-priced imports would destroy them, especially in the engineering sector.

Hindu hardliners
Article Abstract:
India's largest opposition party, the Bharatiya Janata Party, is hawkish toward Pakistan and advocates the concepts of a Hindu ethos and nation as the governing forces for the country. The public mood is similar toward Pakistan as the April-May 1996 parliamentary elections approach and other countries criticize India's preparations to test a nuclear weapon. However, the BJP's chances of seizing control of a coalition government seem to be slipping. Nevertheless, the BJP's leaders say Pakistan must deal with them.
