Caution to Peking: a hardliner is back in State Department
Article Abstract:
The appointment of Asst Sec of State Winston Lord strengthens Pres Clinton's tough policy to China. This should also warn Peking that a hardline critic of China and its way of government is on the job to pressure it to change its ways concerning human rights. Lord, however, will not have the freewheeling hand to decide alone on what to do in his treatment of China. Decisions regarding relations with China will be shaped by both government decision-making bodies and trade groups with vested interests on the maintenance of a smooth US-China economic trade relations.

Top US officials have expressed concern that countries involved in the dispute may become involved in a race to procure modern naval armaments.
