Changes at sea
Article Abstract:
Shipowners are facing stringent new rules aimed at improving maritime safety. The new regulations have been prompted by increased public concern in the US and Europe over the severe environmental damage wrought by recent oil spills such as those caused by the the tanker 'Exxon Valdez' in 1989 and by the tanker 'Hermes' in 1991. Many shipowners have argued that the new safety rules shall force them to increase their freight rates, but the strength of public anger over oil spill-related pollution seems certain to ensure that the shipowners' warnings go unheeded. The new maritime safety rules cover such areas as liability for environmental pollution, upgraded oil tanker designs, and tightened port control over ship safety inspection.
