China's Congress enacts two laws to help limit arbitrary punishment

The Chinese National People's Congress has enacted two new laws designed to protect individuals from arbitrary punishment. One measure imposes a 30-day limit on police detentions, gives the accused speedier access to legal assistance and prohibits convictions without trial. The other bill imposes more stringent standards for government agencies and instrumentalities in imposing fines and fees. Observers lauded the enactment of the two laws but many also expressed doubts as to their implementation.

Beijing's annual congress highlights political rivalries

The opening of the China's National People's Congress highlighted the emerging rivalry between congress Chmn. Qiao Shi and Pres. Jiang Zemin. Observers believe that the focal point of the rivalry will be on economic issues, which they stress is in Qiao's favor because of his support for reforms. Another major point will be China's relations with Taiwan, which currently favors Qiao because of Jiang's alleged soft stance with the province.
