Chipping away at the Pemex empire

Mexico's new laws that will allow private organisations to transport and store natural gas marks the opening up of state-owned oil company Petroleos Mexicanos, which has had exclusive rights to all natural gas operations in the country. The move is aimed at modernising the natural gas industry and improving supplies for petrochemical production. Additionally, the government has introduced proposals to privatize railroads and award concessions to private companies wishing to compete with telecom concern Telefonos de Mexico, which was privatized in 1990.

Mexico abandons petrochemical sales
Article Abstract:
Mexico has abandoned attempts to sell a signficant sector of its petrochemical industry. This has cast doubt over the government's commitment to privatisation, but the government has claimed it will continue with other plans for privatisation of railroads, ports and airports. Measures have been introduced to encourage private investment in the petrochemical industry, such as eliminating permit requirements. Private investment would be either in minority Pemex plant shares or in the building of new plants.

Mexico may be on the move
Article Abstract:
The Mexican government is unlikely to be able to complete the sale of secondary petrochemical plants in the foreseeable future, but is making more progress with privatisation in other areas. It has published guidelines for bidding on the Ferrocarril del Noreste railway line, which has attracted interest from several of Mexico's leading companies. It has also sought expressions of interest in bidding on five power plants which are to be constructed privately.
