Chris Patten is a British politician who is commissioner for external relations at the European Union (EU). He coordinates the work of other commissioners who have tasks relating to external affairs, such as trade, enlargement and development. There is a lack of coherence in European Union policy due to its structure, with overlapping and fragmented responsibilities. Javier Solana is in charge of the EU's common security and foreign policy, and any efforts he makes should be coordinated by those of Patten.
