India's United Front, an expanded coalition of 13 left and regional political parties, has selected H.D. Deve Gowda to be prime minister in the aftermath of Bharatiya Janata Party leader A.B. Vajpayee's resignation just 12 days after being appointed. Vajpayee was not going to survive a vote of confidence, but the party's brief rule allowed it to appeal for greater popular support. Deve Gowda is expected to have majority support in the Parliament due to an agreement between the United Front and the Congress Party, though many question the strength and durability of that support.

Muddled mandate
Article Abstract:
The defeat of the Congress Party in India's national elections leaves no political party within reach of a parliamentary majority. The National Front-Left Front alliance and the Hindu-nationalist Bharatiya Janata Party are competing to lead the government. Both parties want to limit foreign investment and felt that the economic reform policies of Congress Party leader P.V. Narasimha Rao were too generous to foreign companies at the expense of Indian industry.
