Article Abstract:
Terrorism has changed, and destruction appears to be an aim in itself, as is illustrated by the bombing of US embassies in Tanzania and Kenya. Terrorism was previously seen as a way of changing the world, but new terrorism appears to have lost hope that the world can be changed. The US tends to be a key target since new terrorism is linked to the powerless. The US administration is focusing on ways to combat terrorism, and the FBI is likely to benefit. There is concern about the impact of fighting terrorism on governments themselves, and there are dangers of governments acting like terrorists.

The US response towards the recent terrorist attacks seems to have been modified, moving away from the prospect of immediate all-out war. This change in strategy reflects a narrowing of aims, possibly in a bid to maintain the wide alliance it has built up.
