Debt without tears
Article Abstract:
China's government will issue Rmb 38 billion worth of bonds in 1992 to plug its budget deficit and postpone repayment peaks for its debts. More than 80 state financial institutions volunteered to underwrite Rmb 3.6 billion of the Rmb 10 billion five-year issue by the government, an indication that most companies that placed Rmb 2.5 billion of treasury bonds from the government in 1991 were successful. An even higher proportion of bonds are expected to be up for underwriters when the government issues Rmb 20 billion of three-year bonds in Jul 1992.

Hold that tiger: China makes a timid attempt to tame inflation
Article Abstract:
China has begun enforcing measures to dampen rising inflation, which stood at 17% in Apr 1993 in the 35 largest cities. These measures include increasing interest rates on one-year bank deposits on May 15 from 7.56% to 9.18% to curb liquidity and increasing rates on loans from 8.64% to an average of 9.36%. On May 16 local economic-development zone projects were curtailed and the sale of domestic bonds was postponed to reduce over-investment. However, lack of control over the money supply may render these steps insufficient.

Article Abstract:
China experiences major problems in its labour sector because of its reforms towards capitalism. Workers clamor for independent unions to protect the security of their tenure and to guarantee equitable wage reforms. The government, on the other hand, is being forced to make cutbacks in employment to make industries more profitable. Various proposals were forwarded, ranging from government intervention in labor policies on one hand, to a free market on the other.
