Article Abstract:
A new municipal assembly is to be elected in St. Petersburg, Russia, in December 1998, and voters will decide on whether a legislative assembly should dilute the power of the city's governor. Local bosses have become powerful in Russia, and the only place where an effort is being made to tackle the problem is St. Petersburg. There have been spoiler candidates, and intimidation of voters and opposition candidates. Most voters are indifferent to the election. St. Petersburg still benefits from a transparent budget and relatively sound finances, as well as a lower level of gangsterism than is found in other major cities in Russia.

Nation and tribe the winners
Article Abstract:
The National Action Party performed well in the Turkish elections of April 18 1999, achieving 18% of the vote, a rise of over 100% since the previous elections. The party has benefited from a rise in nationalist sentiment in Turkey following the capture of Kurdish guerilla, Abdullah Ocalan. The party's leader, Devlet Bahceli, was once an economics professor, and has yet to be tested. Turkey would enter unknown territory if he were to enter government.
